German lawmakers voted a law allowing circumcision

The German parliament voted by a large majority, Wednesday, Dec. 12, a law that allows children circumcision for religious reasons. The text was adopted by the lower house of parliament (Bundestag) with 434 votes in favor, 100 against and 46 abstentions.

It provides that parents can give their consent to the circumcision of their son, if the transaction meets a professional medical setting. The surgery may be performed by a trained and qualified person such as a doctor, if they comply with "appropriate treatment and effective pain". The text also recognizes the right to a person designated by a religious community, as a mohel Jewish, to make this type of operation in the first six months after the birth of a child, if it complies with these conditions. Only boys are concerned, the removal of genitals girls still banned in Germany.

END OF INSECURITY LEGAL

This law puts an end to the legal uncertainty in which there were Jews and Muslims in Germany from a decision of the High Court of Cologne (North West) made public in June. The court then equated religious circumcision an act subject to criminal prosecution on behalf of the child's right to respect for his physical integrity.

This decision created a strong emotion in a country that has about four million Muslims and more than two hundred thousand Jews. Associations for the defense of children and pediatricians were also mounted to the plate to oppose circumcision medically unjustified. German diplomacy had mentioned a "disaster" for the country's image abroad, and Chancellor Angela Merkel was carried away: "I do not want that Germany is the only country in the world where Jews can not not practice their religion.
